The content on the Dashboard is live content, generated specifically for each user that is logged in.  While all users on the network use a common URL to access the Dashboard, what actually appears for the user is determined by what they actually have access to.  If a user has access to no workspaces, then no content will appear on the dashboard.

 

To access the dashboard, users go to a URL like this:

 

https://NETWORKNAME.pbworks.com/n/

 

Of course, replace the blue "NETWORKNAME" text with the name of your network.
